SOURCE STATUS (re-checked 29 July 2026) — the booking site www.utair.ru / utair.ru still answers HTTP 401 Unauthorized to every request, direct and through the r.jina.ai reader proxy, which looks like geo-blocking rather than an outage, so the ten utair.ru citations remain Internet Archive snapshots (13 March 2026 for the substantive pages, 12 July 2026 for the section index, 1 June 2026 for contacts, 21 April 2026 for the dangerous-goods list). Utair's own media subdomain media.utair.ru is NOT blocked, and two live Utair pages read on 29 July 2026 are now cited: the step-by-step wheelchair guide (s11) and the lithium/power-bank rules (s12). They confirm free carriage of the chair above the baggage allowance, gate return with the «К трапу» tag, the 12 h on-board aisle chair, the 160 Wh general lithium ceiling with an express exception for powered wheelchairs, and — new since the last pass — the seating rules and a general advance-notice deadline of 12 h on weekdays / 72 h for a weekend flight. A human inside Russia should still re-read the utair.ru support pages before relying on this record. Two further things to re-check. (1) There is no published deadline for approving carriage of a powered wheelchair at all — the 12 h / 48 h / 72 h figures in notice_hours belong to the on-board aisle chair, shoulder belts and stretchers respectively, so notice_hours is left null. (2) Utair bans lithium-ion batteries from checked baggage as a blanket safety measure (citing Rosaviatsiya recommendation IB No. 14) and bans anything over 160 Wh from hold and cabin alike — yet a powered wheelchair goes into the hold with its battery installed, and the over-160 Wh ban expressly excepts wheelchairs. The two rules sit in different articles and Utair never reconciles them. Utair also publishes no accessibility phone number or email whatsoever: the support chat is the single channel.
