Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Accepted free of charge in the hold, but only under prior agreement: "the transportation of disabled and medical passengers is performed by prior agreement with the airline with a confirmed reservation and confirmed SSR special request" (7.4.2.4), and the ticket is issued only after the airline confirms. Powered chairs are coded WCBD (dry battery), WCBW (liquid battery) and WCLB (lithium-ion) and are accepted "in accordance with IATA and ICAO regulations for transportation of dangerous goods".
Accepted — lithium-ion wheelchairs are an explicitly listed category (code WCLB). But "the li-ion batteries may only be transported in the aircraft cabin in a sealed container with the battery terminals insulated according to packing instruction 800 IATA DGR" (9.13.1.4). SCAT does not say what happens if the lithium battery cannot be removed from the chair.

Normally no: "the batteries from the electric wheelchair shall be securely attached to the wheelchair, previously disconnected and insulated to prevent short circuits." But wet batteries travel separately from the chair, the battery must be removed if the chair cannot be kept upright throughout loading and unloading, and li-ion batteries may travel only in the cabin.
Accepted — dry-battery powered chairs are an explicitly listed category (code WCBD). The power supply must be securely attached to the chair with the terminals pre-disconnected and insulated against short circuits, and labelled accordingly.
Accepted. "The wet batteries are transported only in an upright position, separately from the wheelchair, in special packaging that prevents leaks. The battery shall be secured separately. It is not allowed to be fastened together with any other cargo or luggage." If the chair cannot be loaded, secured and unloaded upright, the battery must be removed and carried in a sealed, chemical-resistant package with absorbent material.
"The power supplies shall be securely attached to the chair, terminals are pre-disconnected and insulated to prevent short circuits. The power supplies should be labeled accordingly." The aircraft commander must be told where wheelchairs and batteries are stowed.
At booking the passenger must declare the size, weight and other characteristics of the mobility device "including the availability and technical characteristics of batteries" (7.4.2.2), and battery power supplies "should be labeled accordingly" (7.4.7.7). A medical certificate is required from any passenger needing special assistance (7.4.2.8).

Rule 7.4.1.5 caps the number of passengers with disabilities or reduced mobility on any one flight at the number of cabin crew available to help them evacuate — a wheelchair user can therefore be refused simply because the flight is already full of PRMs, which is why SCAT insists on a confirmed SSR before it will issue the ticket.

"The folding wheelchairs used by passengers whose weight and dimensions allow placing them safely in the cabin on a shelf above the passenger seat or under the seat of the forward passenger seat shall be allowed in the passenger cabin" (9.13.1.2). No dimensions are published for that space.

Rule 7.4.2.7: the special-service (SSR) element should be added to the booking "as soon as possible, no later than 5 calendar days before the flight departure" — 120 hours. "The ticket issuance is made only after receiving confirmation of a special request from the Airline with confirmed reservation."
Rule 7.4.2.2 requires the passenger to state, at booking, their disability and "the size, weight and other characteristics of individual means of transportation (including the availability and technical characteristics of batteries)". Rule 7.4.2.8 additionally requires a medical certificate from any passenger who needs special assistance at the airport or on board, valid on the date of departure.

"The wheeled chair, electric wheelchair are carried... free of charge, in addition to the baggage allowance" (9.13.1.3); "medicines, wheelchair, crutches are carried free of charge and are not included in the free baggage allowance" (7.4.3.14). No movable-armrest or bulkhead policy is published. Rule 7.4.1.8 says only that passengers with disabilities are seated according to the airline's internal documents, may not be placed on seats where they would impede evacuation, and that an accompanying person is seated next to them.

SCAT's substantive wheelchair policy is in the English PDF of its Rules of Air Transportation (Art. 7.4 and Art. 9.13), not on any web page — the website's "Categories of Passengers" page covers only fare discounts for disabled children and the Istanbul wheelchair fee. Carriage of the aid itself is free and additional to the baggage allowance, and a folding manual chair may go in the cabin if it fits the overhead shelf or under the seat in front. Three things a power-chair user must weigh: (1) SCAT will not issue the ticket until it has confirmed a special-service request, which should be filed at least 5 calendar days before departure; (2) rule 7.4.1.5 limits the number of passengers with reduced mobility per flight to the number of cabin crew, so acceptance is genuinely capacity-dependent; (3) rule 7.4.2.8 requires a medical certificate from anyone needing special assistance at the airport or on board. Lithium-ion wheelchair batteries must travel in the cabin in a sealed container with insulated terminals — SCAT does not say what it does with a chair whose lithium battery cannot be removed, and publishes no watt-hour limit for mobility aids (its 100/160 Wh ladder is written for power banks and portable electronics and has deliberately not been imported here). SCAT does not carry stretcher patients at all (7.4.3.3). The EUR 29 / USD 29 charge for a wheelchair and escort on arrival in Istanbul is a ground-handling fee billed by SCAT on a 0JX EMD and must be paid before travel; it does not apply to carrying the passenger's own chair. The PDF is dated Issue 01 Rev. 00 01.03.2023 with Rev. 01 01.02.2024 pages, so parts of it are two to three years old.
