Ruili publishes no accessibility email address and no TTY/relay service. Bookings by disabled passengers are only accepted at Ruili's own (直属) ticket offices, not through agents, so the hotline is effectively the only channel. The disability complaints line is the general hotline 952801 with option 9.

Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Only lithium-battery aids whose battery is removable, and only with Ruili's consent: "电动轮椅托运服务仅适用于使用锂电池驱动并且电池可拆卸的电动轮椅", accepted only from passengers whose mobility is restricted by disability, health, age or a temporary problem. Aids with non-removable lithium batteries, or with sealed or unsealed wet batteries, are prohibited. Must be checked at the check-in counter.

Lithium-battery-powered personal mobility vehicles that are not medical aids (hoverboards, e-scooters, self-balancing wheels, monowheels) are banned outright, including with the battery removed.
Manual wheelchairs
Manual wheelchairs are carried free. A passenger who wishes to use their own wheelchair at the airport (electric wheelchairs excluded) may use it up to the cabin door; otherwise an airport wheelchair is provided free.

A folding wheelchair (折叠轮椅) is on Ruili's annex of assistive devices that may be taken into the cabin, but only "先到先存放" — first come, first stowed, if cabin stowage space exists. Where there is no space or security/dangerous-goods rules prevent it, Ruili checks the device free of charge.

Per-flight cap: on 737 aircraft no more than 4 disabled passengers who travel without a companion and would need help in an emergency evacuation (wheelchair users, people with severe lower-limb disability without a prosthesis, blind passengers, service-dog users, and passengers with severe intellectual or mental impairment). Ruili provides the facilities and special services required by the CAAC rules free of charge, including terminal and boarding wheelchairs and the on-board narrow wheelchair, and carries assistive devices free. Read in Chinese; Ruili (苏南瑞丽航空 / Sunan Ruili) publishes no English accessibility page. The headline risk for a power-chair user: Ruili's prohibited-items list bans electric wheelchairs fitted with sealed OR unsealed wet batteries outright, and also bans mobility aids whose lithium battery is not removable — so only a lithium chair with a removable battery (≤300 Wh, battery carried in the cabin) is acceptable, with prior approval. Other hard limits: a maximum of 4 unaccompanied disabled passengers per 737 flight (more only with 1:1 companions, and never more than double); disabled passengers' tickets are sold only at Ruili's own ticket offices; Ruili states it does not currently offer through/interline carriage for disabled passengers; portable oxygen concentrators may not be used on board at any stage of flight and Ruili carries no medical oxygen equipment at present. Ruili's Conditions of Carriage also cap any checked piece at 50 kg and 40 x 60 x 100 cm, above which prior agreement is required — most power chairs exceed that box. Site mechanics for a re-checker: www.rlair.net is a JavaScript SPA whose content API returns HTTP 502 to direct requests from outside China — all pages here were read either through a rendering proxy or directly on the CMS host bbs.rlair.net, which serves the policy text as plain HTML. Rendered with a JS-waiting proxy the homepage loads normally and publishes its own links to the two routes; the notice-list route is spelled #/noticelist in Ruili's own navigation, so s4 has been corrected to that casing. Nothing was re-grounded — all seven policy sources are on bbs.rlair.net, which was and remains HTTP 200.
