Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Battery wheelchairs are carried only with the airline's approval: 'Passengers should send a request for transportation of this type of baggage to the airline five days before departure and receive confirmation of the possibility of such transportation' (Rules arts. 11.4.3(b), 11.4.3(c) and 11.4.7.2.2(G)). The airline codes them WCBD (dry), WCBW (liquid) and WCLB (lithium-ion).

Accepted only with the airline's approval: Rules art. 11.4.7.2 heads its list "The following types of lithium batteries require airline approval and can be carried as baggage", and art. 11.4.7.2.2 (wheelchairs) requires that "Passengers should send a request for transportation of this type of baggage to the airline five days before departure and receive confirmation of the possibility of such transportation." Battery type must pass each UN Manual of Tests and Criteria Part III s.38.3 test; chair secured with slings or straps; no Wh limit if the battery stays installed, 300 Wh if removed.

The website's prohibited-items lists ban 'small personal motorized mobility devices powered by lithium-ion batteries' and 'lithium-battery-powered motorized vehicles'. Manual wheelchairs
Manual wheelchairs (code WCMP in the airline's own table, Rules art. 10.8.7) are carried in the hold free of charge in addition to the baggage allowance. Advance booking of a reduced-mobility passenger is a precondition of carriage.

Rules art. 10.5.13: folding wheelchairs may be carried in the passenger cabin where 'the weight and dimensions of which allow them to be safely placed in the cabin of an aircraft on a shelf above the passenger seat or under the seat in front'. No wheelchair-specific cabin figure is published. The rule is qualitative: the folded chair must fit safely on the overhead shelf or under the seat in front. The airline's general carry-on box is 56 x 36 x 23 cm and 7 kg (10 kg in SkyBoss), but it is not cited in the wheelchair clause.

Arts. 11.4.3 and 11.4.7.2.2(G) repeat the five-day deadline for any battery-powered wheelchair.

Rules art. 10.8.6: 'Special wheelchairs available at airport medical centers/services/organizations are used to transport sick passengers around the cabin on board the aircraft.' The aisle chair therefore comes from the departure airport's medical service rather than being carried on the aircraft, so availability depends on the airport.

Worth knowing
Identity check for a human: the IATA member is QAZAQ AIR JSC, but the airline now trades as Vietjet Qazaqstan and its site is vietjetqazaqstan.kz — the old qazaqair.com is a parked domain-for-sale page and must not be linked. Two things a wheelchair user needs to know that no field captures cleanly: (1) the airline requires a valid medical certificate from ANY passenger who needs special assistance at the airport or on board (art. 10.4.1.11), which in practice catches most wheelchair users and is far stricter than the usual industry position that a mobility impairment needs no medical clearance; (2) the number of reduced-mobility passengers per flight must not exceed the number of cabin crew able to assist their evacuation, and stretcher carriage is refused outright for lack of aircraft capability (the site's own wording refers to 'DH flights'). The battery rules are a faithful transcription of the IATA DGR mobility-aid provisions, including the explicit 'no watt-hour limit' when the lithium battery stays installed.
