Who to contact
Transcribed from the airline’s own pages, exactly as it labels them.
- PhoneSweden — populAir Call Center (assistance must be booked/confirmed here)Mon–Fri 08:00–17:00; closed Sat–Sun (hours may change during holidays or low season)
- EmailCall Center — assistance requests and baggage claims
One call centre handles everything; populAir publishes no separate disability desk, no TTY/relay and no online assistance form — assistance "must always be booked / confirmed in advance via telephone +46 (0) 770 790 700 or via mail callcenter@populair.com". Note the call centre is closed at weekends. At Stockholm Arlanda the physical assistance is delivered by Swedavia, and populAir asks you to "contact Swedavia assistance service at Arlanda terminal 5" on arrival — although its own homepage says "All populAir flights arrive and depart from Terminal 3, Arlanda". Check which terminal before you travel.

10 of the unanswered fields below share one explanation: populAir publishes no wheelchair-battery rule, and a blanket rule that appears to conflict with a battery chair in the hold: "All types of batteries are prohibited in checked baggage on our passenger flights, whether they are loose or installed in equipment. Batteries may only be carried in hand baggage… and with the airline’s approval." It is repeated on the hand- and checked-baggage pages and a site-wide banner, with no exception for mobility aids. Clear a powered chair with the call centre before booking. The rest carry their own.
Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Not published. populAir's wheelchair section never mentions powered or battery wheelchairs — it only asks you to "specify the type of wheelchair". Three published rules cut against a power chair: the Swedish page requires the chair to fold; EVERY page of the site banners "Alla typer av batterier är förbjudna i incheckat bagage" (all types of battery are prohibited in checked baggage); and the checked-baggage page adds "oavsett om de är lösa eller installerade i utrustning… endast i handbagage… och med flygbolagets godkännande".

populAir's size rule is written for wheelchairs generally, not powered ones specifically: "Rullstolar som accepteras för transport får ej överskrida följande mått: Längd: 123 cm, Bredd: 55 cm, Höjd: 100 cm" (English page: 170 x 85 x 80 cm). Meeting the size does NOT mean a powered chair is accepted — populAir publishes no powered-wheelchair policy and requires the chair to fold.

Not published — populAir sets no weight limit for a powered wheelchair.
Not published — populAir says nothing about returning a powered chair at the aircraft.
This is the record's biggest gap and a traveller must phone before booking. populAir flies 50-seat Fokker 50 turboprops on Swedish regional and PSO routes; it publishes a folding requirement for wheelchairs, a site-wide banner banning ALL batteries from checked baggage, and no powered-wheelchair policy whatsoever. Do not assume a power chair will be accepted. Note also that its special-baggage page states "Specialbagage kan ej bytas mot ett vanligt incheckat bagage… det utgår alltid en avgift för att checka in specialbagage" — but a wheelchair is not on the special-baggage list and is separately promised free carriage, so that fee should not apply.
Manual wheelchairs
Carried free, but only within a stated size envelope and — per populAir's Swedish page — only if the chair folds: "Rullstolen måste gå att kunna fälla ihop" (the wheelchair must be able to fold). You must also declare the type and dimensions of the chair when booking so populAir can confirm it. See max_dimensions: the Swedish and English pages publish different numbers.

Not published — populAir says nothing about stowing a folding chair in the cabin of its Fokker 50s.
Not published — populAir offers no in-cabin wheelchair stowage allowance.
Swedish page: "Rullstolar som accepteras för transport får ej överskrida följande mått: Längd: 123 cm, Bredd: 55 cm, Höjd: 100 cm. Rullstolen måste gå att kunna fälla ihop." The English page publishes DIFFERENT figures for the same rule — "Length: 170 cm, Width: 85 cm, Height: 80 cm" — and omits the folding requirement. The stricter Swedish (home-language) figures are recorded here; confirm yours with the call centre before booking.

Not published — populAir sets wheelchair dimensions but no wheelchair weight limit. (Its 20 kg figure is the ordinary checked-bag limit and mobility aids are carried outside the allowance.)
Not published. populAir only says an airport attendant assists "all the way to their seat on the plane if that is desired"; it does not say where your own chair is returned.
Assistance codes offered: WCHR (wheelchair to the ramp; can manage stairs and reach the seat unaided), WCHS (also needs help up the aircraft stairs), WCHC (cannot reach the seat unaided). With assistance you must be at the gate at least 30 minutes before departure on domestic flights and 1 hour before departure on international flights. At Arlanda the attendant is provided by Swedavia and "ledsagning är kostnadsfritt" — escorting is free and "en lagstadgad rättighet" (a statutory right). If your own chair is delayed rather than damaged, populAir's delayed-baggage rule covers "om du måste hyra utrustning då din är försenad" (hiring replacement equipment) beyond 24 hours, against receipts, with 75 EUR per person per day treated as reasonable and a 21-day claim deadline.
Booking & cost
"To guarantee the best possible service, you have to contact our Callcenter 48 hours before departure. Assistance must always be booked / confirmed in advance via telephone +46 (0) 770 790 700 or via mail callcenter@populair.com." populAir also asks you to request assistance at the time of booking.

"In connection with your travel order you must state the type of assistance you need, and if you wish to carry oxygen for medical use on board" (WCHR / WCHS / WCHC are listed). "When you are travelling with your own wheelchair, it is important that you specify the type of wheelchair you will have with you, as well as the dimensions of this."

"Of course, you pay no extra fee to bring a wheelchair." The Swedish text is wider — "ingen extra avgift för att ta med dig en rullstol eller rullator" (no extra fee for a wheelchair or a rollator). Airport assistance itself is also free: "Assistance is free for those who have a disability."

Not published — populAir states no limit on the number of mobility devices carried per passenger.
"Vårt ansvar för förlorat bagage är begränsat genom internationella förordningar" — no SDR figure. Damage: "vi normalt inte ersätter skador såsom repor, bulor, blixtlåsproblem, märken, bucklor eller smuts"; where the packing is judged inadequate "utgår det normalt ingen ersättning från Ampola [sic] Flyg AB", burden of proof on the passenger; otherwise repair first, and "om reparation inte är möjlig… ersätta dig baserat på inköpspriset med åldersavdrag". Report at arrival (PIR) or within 7 days. If the value exceeds populAir's maximum liability, declare it at check-in and insure it.

On board
Not published — populAir does not say whether an on-board aisle chair exists on its Fokker 50 fleet.
Not published — populAir makes no statement about lavatory accessibility.
"Assistance entails providing an airport attendant to assist passengers with a functional impairment at the airport and all the way to their seat on the plane if that is desired." WCHC is explicitly offered for passengers who cannot reach their seat unaided. Must be booked 48 h ahead; at Arlanda it is delivered by Swedavia and is free of charge.

Not published — populAir publishes no movable-armrest, bulkhead or exit-row policy for passengers with disabilities.
Fleet detail. populAir is the trading name for Amapola Flyg AB's passenger operations, based at Stockholm Arlanda, with "a uniform fleet consisting of 12 Fokker 50 aircraft (7 in passenger version and 5 in freight version)" serving Arvidsjaur, Gällivare, Hemavan, Kramfors, Lycksele, Mariehamn, Vilhelmina and Örnsköldsvik, plus Mariehamn–Turku. No hold-door or hold-compartment dimensions are published; the Fokker 50's small turboprop hold is the practical reason for the 123 x 55 x 100 cm folding-chair limit.
Worth knowing
OPERATOR TYPE CORRECTED — the stub said acmi_charter. populAir is a scheduled passenger airline selling seats to the public: "populAir is the trading name for Amapola Flyg AB's passenger operations and is a Swedish airline with Swedish owners and Swedish collective agreements", based at Stockholm Arlanda with eight Swedish destinations plus Mariehamn–Turku and an interline agreement with SAS. Recorded as scheduled_passenger. Fleet: 12 Fokker 50, of which 7 are in passenger configuration (50 seats). TWO CONTRADICTIONS A HUMAN MUST RESOLVE. (1) The English and Swedish special-assistance pages publish DIFFERENT maximum wheelchair dimensions for the same rule: EN "Length: 170 cm, Width: 85 cm, Height: 80 cm"; SV "Längd: 123 cm, Bredd: 55 cm, Höjd: 100 cm". The Swedish page additionally requires "Rullstolen måste gå att kunna fälla ihop" (the wheelchair must fold), which the English page omits entirely. The stricter Swedish figures and the folding requirement are what this record carries. (2) populAir bans ALL batteries from checked baggage "whether they are loose or installed in equipment", cabin-only and only "with the airline's approval" — which cannot be reconciled with putting a battery wheelchair in the hold. That ban is not buried: it runs as a red banner on EVERY page of the site ("Viktigt meddelande: Alla typer av batterier är förbjudna i incheckat bagage"). populAir publishes no powered-wheelchair policy at all, so electric.allowed is null rather than true or false. The special-baggage page's ban on "Elcyklar / Elsparkcyklar" as dangerous goods is about leisure devices and has NOT been applied to wheelchairs. DAMAGE — READ BEFORE CHECKING IN AN EXPENSIVE CHAIR. Amapola Flyg AB does not normally compensate "repor, bulor, blixtlåsproblem, märken, bucklor eller smuts" (scratches, dents, zip damage, marks, dings, dirt), does not compensate where it judges the packing inadequate (burden of proof on the passenger), repairs before it pays, and otherwise pays "baserat på inköpspriset med åldersavdrag" — purchase price MINUS an age deduction. It publishes no SDR figure and no mobility-aid exception, and tells passengers whose baggage is worth more than its maximum liability to declare the value at check-in and insure it separately. Damage must be reported at the airport or within 7 days; delay claims within 21 days, with hire of replacement equipment reimbursable beyond 24 hours at a guideline 75 EUR per person per day. ALSO PUBLISHED: assistance dogs and, where applicable, their crates are carried free in the cabin for passengers with reduced mobility (book 48 h ahead through the call centre); checked baggage is 20 kg and 158 cm (L+W+H) per piece, though mobility aids are outside the allowance; the general conditions reserve the right to refuse a passenger "som p.g.a. hälsotillstånd… kan vara till skada för sig själv eller sina medresenärer". COVERAGE: the whole site was enumerated from populair.se/sitemap (46 URLs) and every travel-information page was read in SWEDISH as well as English — hand baggage, checked baggage, special baggage, fragile and valuable items, general travel conditions, medical conditions, service dogs, travelling with animals/children, all four 'problem' pages, the assistance page and the aircraft page. There is no separate conditions-of-carriage document, no dangerous-goods page beyond the baggage pages, and no accessibility or CRO page. PRACTICAL — the call centre is weekday-only (Mon–Fri 08:00–17:00), so a 48-hour deadline that falls over a weekend must be met by e-mail or by calling earlier.
