Norra publishes no mobility-aid policy. Its website works and we read it, but it says nothing about carrying a passenger’s own manual or powered wheelchair — no battery rules, no size limits, no notice period. That silence is the finding, and it is why almost every field below is blank. Silence is not permission. Ask them directly, get the answer in writing, and read the international baseline so you know what should apply.

Wet-lease / ACMI operator. Norra usually flies aircraft and crew on behalf of other airlines. If your ticket says another airline, that airline’s wheelchair policy governs your booking — but the aircraft’s physical hold limits are this operator’s.

Norra publishes no accessibility desk, no disability phone line and no special-assistance email. Both its contact pages route travel matters to Finnair customer service; the Finnish page says Finnair also arranges assistance services ("avustuspalveluiden järjestämisessä") and that all special requests concerning Norra flights must always be made to Finnair. The only direct Norra numbers printed are +358 10 249 4005 for two Communications staff, and the page states that team handles media enquiries only — it is not an assistance channel, so it is not listed here. Fleet detail. Fleet is 24 aircraft: 12 ATR 72-500 turboprops (68 or 70 seats) flown on short regional routes and 12 Embraer 190-E1 jets (100 seats). The ATR 72 hold is the tighter of the two and is the practical constraint on the Norra-operated part of the Finnair network, but Norra publishes no hold-door aperture and no maximum wheelchair size for either type — the type-specific limits must be checked with Finnair, which handles every special request for these flights.

Norra (Nordic Regional Airlines Oy) publishes no mobility-aid or special-assistance policy of its own and sells no tickets: flynorra.com is a corporate and recruitment site with no booking, baggage, accessibility or dangerous-goods pages. Its own words: "We don't sell tickets" and "Norra's business concept is to provide regional air transport services for other airlines. Currently, we operate 24 aircraft on behalf of Finnair." All flights are sold by Finnair under the AY code, and Norra's contact pages route tickets, reservations, baggage, feedback, compensation and — explicitly in the Finnish text — assistance services and "all special requests" to Finnair customer service. The applicable wheelchair policy for a Norra-operated flight is therefore Finnair's; it is not copied here and should be read in Finnair's own record. operator_type was changed from the stub value "scheduled_passenger" to "acmi_charter" on the strength of those two statements (Norra operates capacity for other airlines rather than selling seats; it also flew for Widerøe in Norway 2021-2023) — a human may want to confirm that reclassification. Finnair's mobility-aid page returned HTTP 403 to both the direct fetch and the reader proxy, so no ATR 72 dimension figures could be verified and none are recorded.
