Fragments only. China Express Airlines publishes some assistance information but not a full mobility-aid policy. What is below is everything it actually states. Everything marked “not published” genuinely is — confirm it with the airline rather than assuming the international baseline applies.

Who to contact

Transcribed from the airline’s own pages, exactly as it labels them.

95332 is the only assistance channel China Express names; from outside mainland China it is dialled as +86-95332. No accessibility email address is published. The live website blocks all requests from outside mainland China (Aliyun WAF, HTTP 405 on every path including /robots.txt), so the live links above may only open from within China.

Powered wheelchairs & batteries

The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.

Powered chairs accepted
Conditional

Accepted only as checked baggage and only after case-by-case approval. "电动轮椅需办理托运,托运电动轮椅应在航班乘机手续截止前2小时交运,并符合华夏航空危险物品运输相关规定", and checking an electric wheelchair is on the list of services that must be requested at booking and at the latest 48 h before departure, where "由于机型及机场资源的限制,我们将在24小时内答复是否能提供申请的服务或设备" — because of aircraft-type and airport-resource limits the airline answers within 24 h whether it can carry it. A power chair may not be ridden to the cabin door.

The single biggest gap in this record. China Express plainly accepts checked electric wheelchairs, but every battery number lives in 《华夏航空危险品(含锂电池)运输限制》, whose body is served by an HTTP POST from a UUID-keyed API and has never been captured by the Internet Archive — and the live site refuses all foreign requests. Between the February 2023 and November 2024 captures of the dangerous-goods index the lithium document was renamed from 《华夏通航锂电池航空运输安全须知》 to 《华夏航空危险品(含锂电池)运输限制》, so even the title on file was out of date. Separate caution: China Express bans "以锂电池为动力、可载人的、单轮或多轮的移动辅助工具" — lithium-powered rideable single- or multi-wheel personal mobility devices, naming unicycles, e-scooters, hoverboards and 智能代步车 ("smart mobility vehicles"). That list is aimed at recreational rideables, not medical power chairs, which are handled under the electric-wheelchair rule — but a user of a scooter-style mobility aid should settle the classification on the phone before turning up. Ring 95332 (+86-95332 from abroad) and get the watt-hour answer in writing.

A manual folding chair is also on the airline's list of aids that may be taken into the cabin. Checked aids are tagged with a priority label and loaded so as to arrive on the same aircraft as the passenger. Quoted from an October 2024 capture.

Per-flight quota, not a size limit, is what most often blocks a wheelchair user on this airline: for passengers travelling without a companion who would need help to evacuate, China Express caps each flight at 2 on the CRJ900NG, 2 on the ARJ21-700 and 4 on the A320. Beyond that, extra passengers must each bring a companion (1:1) and the total may at most double; organised disabled groups are exempt from the cap if the 1:1 companion ratio is met and the airline is told in advance. WCHR (ramp-only assistance) has no numerical limit. Wheelchair services apply only to segments actually flown by China Express, and it says it does not in principle accept disabled-passenger bookings on codeshare flights.

Advance notice requiredhours before scheduled departure

"需要轮椅的旅客须在购票时提出申请,且不晚于航班计划起飞48小时前提出申请" — ask when you book and at least 48 h before departure. The same 48 h covers checking an electric wheelchair, the on-board aisle chair, a service dog and a disabled group; China Express answers within 24 h whether it can provide it. A checked electric wheelchair must also be handed over 2 h before check-in closes. Stretcher 96 h, psychiatric patient 72 h. A late request is not an automatic refusal — the airline says it will still try if the flight stays safe.

How to request assistance
Ask when you book — call 95332 in mainland China (+86-95332 from Hong Kong, Macau, Taiwan and abroad) or use the online special-services form; China Express replies within 24 hours whether it can provide the service

Special passengers must apply to the customer service centre or a directly-operated ticket office and be accepted before the ticket can be issued. Submitting the online form is not a confirmation: "您的预定是否成功请您以接收到的客服热线电话通知为准" — the call-back (09:00–17:00 Beijing time, within 24 h) decides it. Arrive at the airport 2 h before departure. Wheelchair services apply only to flights actually operated by China Express, and the airline says it does not in principle accept disabled-passenger bookings on codeshare flights.

No single number is published. China Express says a disabled passenger may check free of charge the aids in its own cabin-aid table "及其以外的自用的助残设备" (and personal aids beyond it), without stating a count; its sick/injured-passenger rule allows "一部轮椅或其它辅助设备" (one wheelchair or other aid) free on top of the baggage allowance; and the CAAC rule it says it follows allows one free checked aid beyond the cabin list. If they damage your chair
No wheelchair-specific rule; a mobility aid is covered by ordinary checked-baggage liability under the Montreal/Warsaw Conventions or Chinese law, with an optional declared value above US$20/kg up to US$2,500

China Express accepts liability for destruction, loss or damage to checked baggage in its charge, but the same conditions exclude "行李的外部损伤和正常磨损" (external damage and normal wear), naming straps, pull handles, hooks and 轮子 (wheels) — a real gap for a wheelchair. Excess value may be declared above US$20/kg to US$2,500. Limits follow Montreal 1999, Warsaw/Hague or Chinese law; no full-value ACAA-style guarantee. CAAC rules bar making a disabled passenger waive claims for a damaged aid. From the 2024-10-05 international conditions; the domestic edition in force since 15 Aug 2025 is unreadable.

Fleet detail. Fleet is CRJ900NG, ARJ21-700 and A320. China Express publishes no hold-door aperture and no maximum wheelchair size for any of them, but it does publish a per-flight cap on passengers who travel without a companion and would need help to evacuate: 2 on the CRJ900NG, 2 on the ARJ21-700, 4 on the A320 (WCHR ramp-only assistance is uncapped). Above those numbers each extra passenger must bring a 1:1 companion and the total may at most double. Stretchers are carried only on the A320, only on domestic non-stop flights from a base, and a stretcher passenger may not share a flight with an unaccompanied wheelchair user who would need evacuation help. No medical oxygen is available and no oxygen-storing, oxygen-generating or oxygen-dispensing equipment may be brought on board.

Worth knowing

READ THIS FIRST: every China Express citation here is an Internet Archive capture, the newest of them 8 October 2025 and the substantive ones 4–5 October 2024, because chinaexpressair.com is unreachable from outside mainland China. Re-tested on 2026-07-29 with a browser UA, a curl UA, the r.jina.ai reader proxy and a 25- and 40-second render: an Aliyun web application firewall answers HTTP 405 to every single path, including /robots.txt, on both http and https, with and without www. chinaexpressair.com.cn, m/app/b2c/cargo subdomains and huaxiaair.com (a squatter parking page) are not the airline. Everything the archive captured after about December 2024 is that same 5.5 KB firewall page, so the readable window closes in late 2024. What that means for the numbers below: the wheelchair rules quoted here are China Express's own words from captures of 4–5 October 2024 — roughly 21 months old — and they have demonstrably been superseded on paper. The conditions-of-carriage index captured on 8 October 2025 (s6) shows that the version quoted here (international conditions for tickets sold from 1 Feb 2024) has since been replaced by editions dated 27 Oct 2024, 15 Apr 2025 and, for domestic carriage, 15 Aug 2025; none of those newer editions was ever captured. Treat every figure as October-2024 information and confirm on 95332 (+86-95332 from abroad). What makes them still worth publishing is that China Express's disabled-passenger service plan is a near-verbatim restatement of the CAAC's 《残疾人航空运输管理办法》 (民航发〔2014〕105号), and its conditions of carriage say so explicitly: "残疾人旅客运输按照中国民用航空局颁布的《残疾人航空运输管理办法》执行". That regulation was read live on caac.gov.cn on 2026-07-29 and is still marked 有效 (in force) — it independently mandates the 48-hour request deadline with a 24-hour answer (art. 12), the 2-hour hand-over of a checked electric wheelchair (art. 36), free carriage of aids (art. 6), the folding wheelchair in the cabin (art. 34), return of the aid at the cabin door (arts. 38–39) and the movable-armrest aisle seat (art. 25). On 2 July 2026 the CAAC additionally issued 《关于加强残疾人航空运输保障能力的若干措施》 (民航规〔2026〕7号), which may change practice again; it is not reflected in anything China Express publishes. Still missing, and it is the thing that matters most: not one wheelchair battery number. The airline's lithium document — renamed between the 2023 and 2024 captures from 《华夏通航锂电池航空运输安全须知》 to 《华夏航空危险品(含锂电池)运输限制》 — is delivered by an HTTP POST against a UUID-keyed API and has never been archived. What the readable conditions do say is that the general 160 Wh / 8 g lithium ban expressly does NOT govern wheelchair batteries. Do not substitute a 300 Wh or 160 Wh figure. Also unretrievable: any wheelchair weight or dimension limit, and 《特殊行李运输要求》. Finally, the widely repeated claim that China Express's hotline is 400-600-6633 is not supported by anything on the airline's own site — its own pages give 95332 and, from outside the mainland, +86-95332. A researcher inside China should re-do this record against the live 2025/2026 pages.
