Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Electric wheelchairs are accepted as free checked mobility aids, but every battery-powered wheelchair row of Chengdu's dangerous-goods table is marked 需由航空公司批准 (airline approval required) and 必须通知机长装载位置 (the captain must be told the loading position). A checked electric wheelchair must also be requested at least 48 h before departure and Chengdu answers within 24 h whether it can be carried.

Per-flight caps published by Chengdu: unaccompanied disabled passengers who would need help in an emergency evacuation are limited to 6 on the A321, 4 on the A319/A320 and 2 on the ARJ21 (C909). WCHS and WCHC wheelchair passengers are capped at 6 / 4 / 2 by the same aircraft types; WCHR is uncapped. Stretcher passengers are not carried on any type.
Worth knowing
Chengdu publishes no watt-hour figure at all for wheelchair batteries: its dangerous-goods table reproduces the IATA mobility-aid rows and then tells the passenger to phone 956028 / 028-66668888 the day before departure for the actual requirements, so a power-chair user cannot plan from the website. Every battery-powered wheelchair row is marked "airline approval required" and "captain must be notified of the loading position". Per-flight caps are tight on the ARJ21 / C909 (2 WCHS or WCHC passengers). The general checked-baggage rule (50 kg and 300 cm total per piece; heavier or larger goes as cargo) is not stated to apply to mobility aids carried outside the allowance — a human should confirm. On the positive side Chengdu states it will not refuse a fit-to-fly disabled passenger because their appearance or involuntary behaviour might offend or inconvenience others, must give the legal basis for any refusal, and must supply that in writing within 10 days on request.
