Cebu Pacific publishes no Philippine telephone hotline for passengers — the "How to Contact Cebu Pacific" article offers only chat (Charlie plus 24/7 live agents) and the Guest Feedback Form for domestic guests, with dial-in numbers listed for six overseas markets only. There is no dedicated disability or accessibility desk, email or relay service. The airline's main site (cebupacificair.com) sits behind an Akamai bot wall; the policy content is on the separate help.cebupacificair.com help centre.

Powered wheelchairs & batteries
The part that goes wrong. Battery chemistry and watt-hours decide whether your chair flies, and the rules differ depending on whether the battery can be removed.
Battery-powered mobility aids are accepted subject to battery type and watt-hours: "We can only accept mobility aids powered by lithium or non-spillable batteries; wheelchairs powered by a single lithium battery must not exceed 300Wh; if it's powered by 2 batteries, each battery cannot exceed 160 Wh."

Lithium-powered wheelchairs are accepted within the published watt-hour ceiling. A detachable battery "must be removed and carried in a secured container/case"; a non-detachable one may stay in the chair with the terminals secured against short circuits.

"Wheelchairs powered by a single lithium battery must not exceed 300Wh; if it's powered by 2 batteries, each battery cannot exceed 160 Wh." The hand-carry article repeats the same figures directly under "If the battery is not detachable", so the ceiling applies to a battery left installed.

Cebu Pacific states the 300 Wh / 2 x 160 Wh ceiling for the wheelchair's battery before it splits the rules into detachable and non-detachable, so the same limit governs a battery removed into a secured container or battery storage box. No separate figure is published for the removed case.

Cebu Pacific publishes no watt-hour limit — or any rule at all — for a spare mobility-aid battery.
No spare-battery allowance for mobility aids is published. The help centre's power-bank and spare-battery rules are written for general portable electronics and are not applied to wheelchairs on the mobility page.
Depends on the design: "If the battery is detachable, it must be removed and carried in a secured container/case." "If it's not detachable, please secure the battery terminals to prevent short-circuits." The hand-carry article words the first case as "removed and carried in secure packaging, or in a battery storage box".

"We can only accept mobility aids powered by lithium or non-spillable batteries" — non-spillable (dry-cell type) batteries are one of the two permitted categories. No watt-hour figure is published for non-spillable mobility-aid batteries.

Excluded by Cebu Pacific's own wording: "We can only accept mobility aids powered by lithium or non-spillable batteries." Spillable/wet batteries are therefore not accepted in a mobility aid.

"If it's not detachable, please secure the battery terminals to prevent short-circuits." A detached battery must travel in a secured container, case or battery storage box.

No battery spec sheet, manufacturer label, MSDS or form is required by the published policy.
No maximum dimensions for a powered wheelchair, and no cargo-hold dimensions, are published.
No maximum weight is published for a powered wheelchair or mobility scooter.
The same 16-destination list applies: the chair is ready as you deplane only at BWN, BKK, CNX, DAD, DPS, DMK, CAN, HAN, HKG, KHH, KUL, MEL, SGN, SIN, SYD and TPE; everywhere else "your wheelchair will be unloaded from the cargo hold and delivered to the baggage arrival carousel". The hand-carry article confirms non-foldable chairs "can be collected at the baggage carousel area".

Guests with a severe psychosocial disability "must be accompanied by at least 2 adult companions", and if they need airport assistance the request must be declared no later than two hours before the flight. Cebu Pacific's group includes Cebgo (DG); the mobility article states prisoner limits per 5J and DG flight but does not otherwise distinguish the two operators' mobility policies.
Manual wheelchairs
"You can also bring your own wheelchair / mobility aid on the flight, free of charge. You may use it when boarding; our ground staff will collect it for you before entering the aircraft; your wheelchair will be stored in the aircraft for proper safekeeping; the wheels of your wheelchair will not be deflated." Crutches and walking canes may be taken into the cabin.

"Foldable wheelchairs are permitted inside the aircraft, provided they can fit in the overhead bin. Non-foldable wheelchairs will be picked up by our ground staff at the boarding gate and can be collected at the baggage carousel area." Cebu Pacific gives the overhead bin as 14 in wide x 22 in long x 9 in high in its oxygen-concentrator guidance, which would exclude most folding wheelchairs.

No wheelchair-specific cabin stowage dimensions are published; the rule is simply that a foldable chair must "fit in the overhead bin". Separately, Cebu Pacific states the overhead bin measures 14 in width x 22 in length x 9 in height and the under-seat space 9.8 x 16 x 5.9 in, but those figures are published for oxygen concentrators, not for wheelchairs, so they are not recorded as a wheelchair limit here.
No maximum wheelchair dimensions and no cargo-hold dimensions are published anywhere in the Cebu Pacific help centre.
No maximum wheelchair weight is published.
"We will make sure your wheelchair is ready as you deplane... this service is only available upon arrival on the following destinations": BWN, BKK, CNX, DAD, DPS, DMK, CAN, HAN, HKG, KHH, KUL, MEL, SGN, SIN, SYD, TPE. "For other destinations, your wheelchair will be unloaded from the cargo hold and delivered to the baggage arrival carousel." No Philippine domestic airport is on the list.

Cebu Pacific asks guests needing assistance to arrive early and use the dedicated PWD/PRM and Senior Citizen lane. Filipino nationals who are Senior Citizens and/or PWDs get a 20% fare discount and VAT exemption on domestic flights (not on promo or seat-sale fares), applied only at the time of first booking and evidenced by an OSCA, local-government or NCDA identity card at the airport.
Booking & cost
"Please declare your wheelchair request no later than four (4) hours before your flight"; the declaration box in Manage Booking is greyed out once the flight is inside four hours, after which you must ask at the airport counters. Assistance can be added at booking or through Manage Booking in the app "at least two (2) hours before departure". A longer, route-specific deadline applies at Macau, where a lift is needed: "please inform us at least three (3) days prior the scheduled flight".

"You can request assistance when you first book a flight, or through Manage Booking on the Cebu Pacific app at least two (2) hours before departure. When you arrive at the airport, inform staff about your request. There will be a dedicated lane for PWDs/PRMs and Senior Citizens." If the declaration box is greyed out because you have checked in or the flight is under four hours away, "please request for assistance at the airport counters instead".

"If you'd like to request wheelchair assistance at the airport, you may do so for free!" and "You can also bring your own wheelchair / mobility aid on the flight, free of charge." The baggage guidelines repeat that a walking cane, wheelchair or mobility aid can be checked in for free. The only charge mentioned is a third-party airport one: "In certain airports such as Macau, there is a minimal handling fee for the use of lifts for wheelchairs."

On board
Cebu Pacific publishes nothing about an on-board aisle wheelchair. Its narrowbody and turboprop fleet is not described as carrying one.
Nothing is published about accessible lavatories.
No transfer or lifting policy is published. Cebu Pacific says only "If you or someone with you needs help boarding, we're ready to help" and that ground staff collect the chair before you enter the aircraft; at Macau and similar airports a chargeable lift is used, needing three days' notice.
"We have designated seats for wheelchair passengers to prevent you from being disturbed by other passengers during boarding. You will be given priority boarding and will be the last to deplane." Choosing your own seat requires the paid CEB Seat Selector add-on, and "we recommend that guests needing special assistance do not select Exit Row seats".

Worth knowing
Cebu Pacific is a low-cost carrier but does NOT charge for mobility aids: airport wheelchair assistance is free, your own wheelchair or mobility aid flies free, and the baggage guidelines repeat that it is checked in for free — capped at one chair per person, with any additional chair charged as ordinary checked baggage. The only fee mentioned anywhere is a third-party airport charge: "In certain airports such as Macau, there is a minimal handling fee for the use of lifts for wheelchairs", which needs three days' notice; under the fee_charged convention that is still false. NOTICE FIELD CHOICE: the strictest published figure is the Macau three-day (72 h) lift deadline, but it is route-specific and attached to a chargeable airport service, so notice_hours records the general four-hour wheelchair-declaration deadline and the 72-hour Macau figure is quoted in the detail — a human should confirm this is the desired convention. CONTRADICTION to re-check: the mobility article and the hand-carry article both accept lithium wheelchair batteries up to 300 Wh (or 2 x 160 Wh), but the CEB Baggage Guidelines article, in its "guests with infants or mobility issues" section, says "For battery-powered items, only dry-cell batteries are allowed, and you will be required to remove the batteries before boarding" — the two do not agree, and the baggage-guidelines wording sits in a bullet list shared with prams and baby equipment. Genuine gaps: no maximum chair size or weight, no cargo-hold dimensions, no on-board aisle chair, no transfer/lifting policy, no spare-battery rule and no documentation requirement are published at all. Gate return of the chair is offered only at 16 named international arrival airports — no Philippine domestic airport is on the list, so on the domestic network the chair comes to the baggage carousel. There is no Philippine phone hotline and no disability desk: chat is the only channel for domestic guests.
